In the book 1984 the government consists of several "Ministries." These are: The Ministry of Truth, The Ministry of Plenty, The Ministry of Peace and the Ministry of Love. Each ministry is actually responsible for the opposite of whatever its name is. So the Ministry of Peace, for example, wages a never-ending war. Using intentionally misleading names for government entities is not just a phenomenon in fiction:
- KGB (Committee for State Security)
- SS (Protective Squadron)
- People's Liberation Army
I think it is important to understand that if any modern government wants to remove your freedoms it will do it under the guise of an agency that is named with neutral or positive terms. This has the very convenient effect of silencing the bulk of public opposition since it is inherently difficult to say that The Ministry of Love has nothing to do with love.
I wonder if we are in such a situation today with Child Protective Services.
